This document sets out the intellectual property rights, terms of use, privacy policy, data protection obligations and membership conditions governing the National Parking Pass platform and all associated services.
TABU Holdings Ltd is the data controller and intellectual property owner of the National Parking Pass platform, including all software, branding, frameworks, membership schemes and associated services.
Professional Parking Solutions Ltd is the operational partner responsible for parking enforcement, compliance services, site management and the KADOE/DVLA interface in connection with parking charge notice (PCN) administration.
References to "we", "us", "our", "NPP" or "the Platform" throughout this document refer collectively to TABU Holdings Ltd and Professional Parking Solutions Ltd unless otherwise specified.
All intellectual property rights in the National Parking Pass platform — including but not limited to the software, source code, databases, user interfaces, back-office systems, letter generation frameworks, POPLA submission frameworks, membership scheme architecture, branding, logos, trade marks, trade dress, domain names and documentation — are the exclusive property of TABU Holdings Ltd and Terry Butler.
No part of the platform, its content or its underlying systems may be reproduced, distributed, modified, reverse-engineered, decompiled, resold or used for commercial purposes without the express prior written consent of TABU Holdings Ltd.

The National Parking Pass trade mark is registered under the World Intellectual Property Organisation (WIPO) Madrid System, providing international protection across multiple jurisdictions.
The trade mark is registered across the following Nice Classification classes:
Any use of the National Parking Pass name, logo, "NPP" identifier, "NPP Certified" badge, or any confusingly similar mark without prior written authorisation from TABU Holdings Ltd constitutes trade mark infringement and may be subject to legal proceedings in any of the designated territories.
The NPP Certified Parking badge is a protected trade mark asset. It is delivered as a linked asset from the platform and may not be downloaded, reproduced or displayed independently of the platform's verification system.
Copyright subsists automatically in all original works produced in connection with the National Parking Pass platform under the Copyright, Designs and Patents Act 1988 (CDPA). This includes, without limitation:
The PCN dispute letter templates incorporate statutory citations under the Traffic Management Act 2004, SI 2022/576, the Deregulation Act 2015 and TSRGD 2016. The selection, arrangement and presentation of these citations as part of the NPP letter generation framework constitutes an original copyright work.
Reproduction of any part of this platform for commercial purposes, resale, or as the basis of a competing service is strictly prohibited and may constitute both copyright infringement and breach of trade mark rights.
Subject to your compliance with these Terms, TABU Holdings Ltd grants you a limited, non-exclusive, non-transferable, revocable licence to access and use the National Parking Pass platform solely for your personal, non-commercial use as a registered member.
This licence terminates automatically upon any breach of these Terms, or upon termination of your membership. Upon termination you must immediately cease all use of the platform.
Membership is open to individuals aged 18 or over who are resident in the United Kingdom. By registering, you confirm that the information you provide is accurate and complete.
Paid memberships are processed via Paydit. Subscriptions renew automatically on a monthly basis unless cancelled prior to the renewal date. All prices are inclusive of VAT where applicable.
You may cancel your membership at any time. Cancellation takes effect at the end of the current billing period. No refunds are issued for partial months except where required by consumer law. In the event of a platform error resulting in incorrect charges, please contact us within 14 days.
If a paid subscription lapses or is cancelled, your account will revert to Silver tier. Any PCN upload entitlements associated with the paid tier will be removed. Existing evidence submissions will be retained for 90 days.
We reserve the right to suspend or terminate any membership without notice where we have reasonable grounds to believe that the member has breached these Terms, submitted false information or evidence, or used the platform in a manner that is unlawful or harmful to the platform or other users.
Gold and Platinum members may upload photographic evidence in connection with parking charge notice (PCN) disputes. By submitting evidence, you confirm and warrant that:
Screenshots of private enforcement systems, back-office portals or databases must not be submitted unless lawfully obtained and with the consent of the operator.
All evidence submissions are retained in accordance with our data retention policy and may be reviewed by authorised staff. Submissions may be used to generate formal representations under the Traffic Management Act 2004, SI 2022/576 and associated statutory instruments.
You agree not to use the National Parking Pass platform to:
We reserve the right to investigate and take appropriate action against any user who, in our sole discretion, has violated these provisions — including removing content, suspending accounts, terminating memberships and reporting conduct to law enforcement.
We do not sell your personal data to any third party. We do not use your data for profiling or automated decision-making that produces significant legal effects.
We process personal data in accordance with the UK General Data Protection Regulation (UK GDPR) and the Data Protection Act 2018.

We implement appropriate technical and organisational measures to protect your personal data against unauthorised access, alteration, disclosure or destruction. These include Firebase security rules, role-based access controls, encrypted data transmission (TLS), password hashing, audit logging and staff access restrictions. No system is completely secure; in the event of a data breach that is likely to result in a risk to your rights and freedoms, we will notify you and the ICO as required by UK GDPR.

On closure of a membership account, personal data will be anonymised or deleted in accordance with the above schedule except where retention is required by law.

We do not use third-party advertising cookies, tracking pixels, or behavioural profiling technologies. We do not share cookie data with advertisers.
The National Parking Pass platform and all associated services are provided on an "as is" and "as available" basis. We make no warranty, express or implied, as to the accuracy, completeness, reliability or fitness for purpose of any information provided through the platform.
Nothing in these Terms excludes or limits our liability for death or personal injury caused by our negligence, fraud or fraudulent misrepresentation, or any other liability that cannot be excluded or limited by English law.
Our total aggregate liability to you in connection with these Terms shall not exceed the total membership fees paid by you in the 12 months preceding the event giving rise to the claim.
The PCN dispute letter generation tool is provided as an information aid only. It does not constitute legal advice. The statutory citations, grounds and timelines incorporated in the letter templates are based on the law as at the date of this document. We strongly recommend that you verify the current legal position before submitting any formal representation. We accept no liability for the outcome of any representation generated using the platform.
These Terms are governed by and construed in accordance with the law of England and Wales. Any dispute arising out of or in connection with these Terms shall be subject to the exclusive jurisdiction of the courts of England and Wales.
We reserve the right to seek injunctive or other equitable relief in any court of competent jurisdiction to protect our intellectual property rights without the necessity of proving actual damages.
In the event of a dispute between us, we encourage you to contact us in the first instance at terry@professionalparkingsolutions.co.uk. We will endeavour to resolve disputes informally within 14 days.
We may update these Terms from time to time to reflect changes in the law, our services, or our business practices. Where changes are material, we will notify you by email or by a prominent notice within the platform at least 14 days before the changes take effect.
Your continued use of the platform after the effective date of any changes constitutes your acceptance of the revised Terms. If you do not agree to the revised Terms, you must discontinue use of the platform and cancel your membership.
The date of the most recent update is shown at the top of this document. We recommend that you review these Terms periodically.
